Washington HB 1217 Is Now Law: What Spokane Landlords Need to Know
Washington's new rent control law, HB 1217, is now in effect. If you own rental property in Spokane, this bill brings big changes to how and when you can raise rent.
Here’s what Spokane landlords need to know simple and straight to the point.
🏠 5 Key Things About HB 1217
1. No Rent Increases in First 12 Months
Once a tenant moves in, you can’t raise the rent for the first 12 months—no matter the lease length.
2. Rent Increase Cap: 10% Max
You can only raise rent once per year, and the increase is limited to:
7% + CPI (inflation)
But never more than 10% total
3. Some Exemptions Apply
You may be exempt if:
You live in one of up to 4 units
You rent out 2 rooms or less in your home
Your property is less than 12 years old (based on occupancy certificate)

4. Rent Increase Notice = 90 Days
You must now give 90 days’ notice before raising rent (not 60 anymore), and the state now provides a standard notice form.
5. Month-to-Month vs. Lease Rent Can’t Differ by More Than 5%
If you charge different rent for month-to-month vs. long-term leases, the difference can't be more than 5%.
